Context and contributions of the position
Joining the French Geological Survey (BRGM) means becoming part of France's leading public institution for Earth Science applications bringing together 1,000 wholeheartedly committed experts across 29 bases in Mainland and Overseas France.
BRGM focuses on enhancing geological knowledge and understanding of surface and sub-surface-related phenomena, with a view to: meeting the challenges of environmental changes through innovative projects with societal implications.
You hold an engineering degree, a PhD, or a university degree (master's level or higher) in geosciences, with at least 10 years of professional experience, and preferably an initial experience in team management.
Under the authority of the Deputy Director of the Directorate for Territorial Actions (DAT), in charge of Overseas Territories, the Regional Director – Mayotte is responsible for overseeing BRGM's activities in Mayotte, through the coordination and leadership of BRGM's operations on site and in the surrounding regions.
You will represent BRGM to local authorities and lead scientific and technical activities in line with the organization's national strategy, while also taking into account the priorities of regional partners.
BRGM is actively engaged in addressing major issues specific to the territory of Mayotte, including coastal and gravitational hazards, seismic and volcanic risks, and groundwater resource management.
Job description
You will be primarily responsible for:
-Leading and managing the team assigned to the Mayotte Regional Directorate (7 staffs members);
-Overseeing operations at the Mamoudzou site as the head of the facility;
-Conducting ongoing monitoring and analysis of regional needs in terms of public policy support, research, and business-related activities, and supervising the design and implementation of the resulting scientific, technical, and financial programs ;
-Representing BRGM to the Prefect and relevant government services, as well as to local authorities and strategic agencies. In this capacity, you will coordinate the planning of public policy support and research activities in collaboration with these stakeholders, and lead the Mayotte Regional Programming Committees;
-Ensuring the coherence of all actions implemented by the regional directorate, in line with BRGM's overall strategy and the priorities set out in the annual roadmap of the Directorate for Territorial Actions (DAT);
-Supporting BRGM in the development of its international activities across the Indian Ocean region;
-Developing, implementing, and monitoring the annual roadmaps of the regional directorate in coordination with DAT's objectives ;
-Supporting project managers in the development of contracts and agreements;
-Monitoring and optimizing project outputs and overall performance within the regional directorate;
-Establishing and maintaining relationships with research institutions and laboratories within the region, and developing collaborative research projects whenever possible ;
-Supporting the development of team skills through training plans and mentoring (knowledge transfer);
-Ensuring proper application of the Quality, Safety and Environmental Management System (QSE), compliance with internal management procedures, and adherence to safety regulations;
-Contributing to scientific and technical outputs and participating in expert activities within the directorate's areas of competence, including project supervision, quality assurance, and the dissemination of results;
-Developing and maintaining an external professional network to support and promote the regional directorate's activities;
-Proposing content for both internal and external communication related to the activities of the Mayotte Regional Directorate.

You will bring the following skills and qualities:
-Proven experience and strong abilities in team leadership and management ;
-Excellent interpersonal skills, with a strong ability to build relationships and negotiate with public, institutional, and industrial partners and clients;
-Solid expertise in at least one geoscience discipline;
-Broad general knowledge across geoscience fields, particularly in natural hazards and hydrogeology;
-Proficiency in media communication, especially in crisis situations (appreciated);
-Knowledge of the territory of Mayotte would be an asset ;
-Excellent communication and interpersonal skills;
-Strong negotiation and conflict resolution abilities;
-Initiative, proactiveness, and a strong sense of responsibility;
-Experience in designing and managing complex projects involving multiple funders and/or partners (including European projects);
-Strong listening skills, ability to facilitate discussions, share information, and foster the emergence of new projects;
-Good overall understanding of BRGM's internal activities and procedures (including Quality Management System – QMS);
-Excellent written and verbal communication skills.
Working conditions
This is a full-time position that involves travel within the Indian Ocean region (Réunion, Madagascar, Mauritius, Seychelles, Comoros) as well as to mainland France. It requires a strong capacity for autonomy and self-organization.
